I say with that budget, Michael by Michael Kors, or BCBG Max Azria are great. With the dress, you should keep it classy, but still fun, because birthdays should be to celebrate youth-ness, not how old they're getting :) (trust me on this one.. BAD experieince! :D). If you're mom's more conservative/older, than i;d go with the michael kors. The dress itself is very conservative, but still flattering, and well designed, while the shoes add that extra pizzaz to them, and the bag will work with ANY outfit.
